Wita reference to my Confidential Despatch of

the 5th. of October, and to Lord Ripon's Despatch No. 43 of the 19th. of February, 1895, I have the honour to ask your authority to legislate on the lines of Ordinace No. 7 of 1895 to prohibit the defacing of Mexican Dollars, notwithstanding anything con- -95

/75-tained in the Order of Her late Majesty in Council dated he 2nd.

of February, 1895, and of Hongkong Subsidiary Coins, and to declare the tender of such coins if defaced not to be legal.

In practice the British Banks in the Colony refuse to accept "chopped" Mexican Dollars and Subsidiary Coin, and it is desired to extend this practice to Government Depart-

-ments.

The change will assist the demonetizing of subsidiary coins and may tend to rehabilitate the Silver Dollar

which is as you are aware at a heavy discount.
